How the state electricity comparison works

Residential electricity rates by state are most useful when price and consumption stay separate. The rate column is the U.S. Energy Information Administration’s 2024 annual average residential revenue per kilowatt-hour, rounded to two decimals. The usage column comes from a consistent EIA-861 residential sales-per-customer calculation. Multiplying them produces a comparable energy-only bill, not a recreation of every utility tariff.

For the “another state” calculator, the monthly kWh input is held constant so the dollar difference isolates the rate.

The ranked table deliberately shows both rate and average bill. Rate answers how expensive each unit of electricity is; bill combines that price with a typical amount used. Those rankings differ. Hot, humid states can have heavy air-conditioning loads, while colder regions may use fuels other than electricity for space heat. Housing size, appliance efficiency, electric water heating, pools, and household size also matter.

All detailed state routes are built, while the staged discovery policy follows the site’s release plan without changing page-level indexing instructions.

Worked example

A household using 1,000 kWh per month at 15¢/kWh has a modeled energy charge of $150. At 25¢/kWh, the same 1,000 kWh costs $250. The difference is $100 per month, or $1,200 per year. Because use is unchanged, that comparison reflects only the ten-cent rate difference. It does not predict how climate or a different home would change consumption after a move.

How to read the ranking

Use the annual EIA rate as a neutral benchmark, then replace it with the marginal rate on your own bill for a purchase decision. If a tariff has tiers, calculate the price of the kWh that a new EV or heat pump would add. If it has time-of-use periods, calculate charging or heating in the applicable period. Fixed monthly charges usually should not be multiplied by consumption, although they matter when comparing total household bills.

The data vintage appears beside the table because electricity prices change. This page uses one annual period across every state instead of mixing newer months for some jurisdictions with older figures for others. That consistency makes a ranking defensible, while the editable calculator lets a current tariff replace the benchmark.

Questions about electricity rates by state

Which state has the highest residential electricity rate?
In this 2024 annual EIA benchmark, Hawaii ranks highest at 42.88 cents per kWh. A household bill still depends on consumption and non-energy charges.
Which state has the lowest electricity rate?
Utah is lowest in this rounded table at 11.22 cents per kWh, followed by North Dakota, Nebraska, Wyoming, Idaho, and Washington. Rankings can change with a newer EIA release.
Does the average bill equal rate multiplied by average use?
The table's modeled bill does. An actual utility bill can also contain fixed customer fees, riders, taxes, tiers, demand charges, or time-of-use prices.
Why can a low-rate state have a high average bill?
High space-cooling, electric heating, home size, or other load can outweigh a low price per kWh. Louisiana illustrates this: its rate is low, but typical use is high.
